Gatherer Card Rulings [Nov 2009]

• 8/1/2008: The number of targets must be at least 1 and at most 3. You divide the damage as you cast Fire at Will, not as it resolves. Each target must be assigned at least 1 damage.
• 8/1/2008: You may target both attacking creatures and blocking creatures as you cast Fire at Will.
